Here are the Facts:

SolarFarm

The financial model, upon which this project has been structured, takes into account a 10-year tax abatement, similar to other projects of this scope and scale. Currently, both the county and the Wharton ISD support the project, due to its ability to bring new funding in the form of taxes to their coffers (see the significant economic impact of Red-tailed Hawk Solar under our FAQ section). This support, and that of the Commissioners, will ensure that the project is financeable.

Counties across the state of Texas are competing for industrial-scale investments like the Red-tailed Hawk Solar. Those counties that are embracing economic development are reaping the benefits, including the funding of new schools, new safety and security equipment, improved roadways, improved utilities, balanced budgets, etc.

Almost all advanced industrial-scale projects involve some degree of municipal tax incentives to help create a viable ROI to ensure that a project can be brought to fruition. But the real ROI is what is returned to the municipality, which becomes the beneficiary of more jobs, more investment and more revenues to pay the bills.

Tax abatements are very typical of large commercial industrial-scale investments made by private enterprise in communities looking to broaden and enhance their overall tax base to augment existing sources of revenue to support county services and schools.

Like other parts of the state and nation, Wharton County’s tax base has been adversely affected by the ongoing COVID-19 pandemic. Existing and proposed solar projects, such as Red-tailed Hawk Solar, provide benefits to the broader economy by helping to offset some of those losses, including keeping energy costs affordable and reliable for Texas homes and businesses.
